Delhi Chief Minister Rekha Gupta on Sunday announced a new welfare initiative aimed at supporting orphans and young adults transitioning out of institutional care after turning 18.
Launched on the occasion of Mother’s Day, the ‘Aftercare Scheme for Young Persons’ includes monthly stipends, counselling, mentoring, rehabilitation support and emergency assistance for beneficiaries.
Speaking during her visit to the Village Cottage Home in Lajpat Nagar, Gupta said the government’s responsibility does not end with providing shelter and protection to children living in child care institutions.
“Mother’s Day reminds us that every child deserves protection, care, guidance and the opportunity to move forward in life,” Gupta said.
She added that the scheme aims to ensure that every child and young adult gets the opportunity to build a safe, dignified and self-reliant future.
Focus On Education And Rehabilitation
Under the scheme, beneficiaries will receive support for higher education, vocational training, skill development programmes and employment opportunities.
The Delhi government has allocated Rs 3.5 crore for the initiative in the 2026-27 budget.
According to officials, nearly 150 to 200 young people leave child care institutions in Delhi every year after turning 18, with many struggling to continue education or start an independent life due to lack of family support.
Support Beyond Institutional Care
The government said the scheme was approved under the Juvenile Justice (Care and Protection of Children) Act, 2015.
Apart from financial assistance, beneficiaries will also receive internships, counselling, rehabilitation guidance and emergency support through personalised care plans.
Delhi currently has 88 child care institutions run by the government and NGOs, providing education, protection and rehabilitation support to children up to the age of 18.
The city also operates two aftercare homes for young adults above 18, offering accommodation, food and educational support.
Monitoring And Policy Oversight
The government announced that a State Aftercare Committee headed by the Women and Child Development Secretary will oversee policy implementation and monitoring.
District-level committees led by District Magistrates will assess rehabilitation needs and review care plans for beneficiaries.
Gupta said the Delhi government would continue working with departments and partner organisations to connect young adults with internships, jobs and livelihood opportunities.
“The Delhi government stands firmly with every child and young person who needs support to build a better future,” she said.
